Cowley County is located in southern Kansas It is named for Matthew R. Cowley, First Lieutenant.
The seat is Winfield, while the largest city is Arkansas City.
It borders Butler, Elk, Chautauqua, Sumner and Sedgwick Counties in Kansas, as well as Kay and Osage Counties in Oklahoma.
